After two weeks of consideration, the Michigan House Judiciary Committee today passed House Bill 5225 as amended; important and long-overdue legislation that would eliminate the state handgun “permit-to-purchase” and registration requirements. This committee also approved House Bill 5498, sponsored by state Representative Richard LeBlanc (D-18), and House Bill 5499, sponsored by state Representative Ray Franz (R-101). All three bills were supported by the Republican members of this House committee and not a single Democrat voted to support any of them. All three bills now go to the full House for a vote. Read more
Michigan: House Committee Considers Legislation to Repeal Permit to Purchase and Registration this Thursday, May 17
As previously reported, the Michigan House Judiciary Committee will have a hearing this Thursday, May 17, to review an important and long-overdue bill that would eliminate the state handgun “permit-to-purchase” and registration requirements. This committee will hear House Bill 5225 and consider this proposed amendment language that will be used as a substitute for HB 5225 when this hearing takes place. Read more

After years of end-runs around the historic decision of Washington D.C. v Heller, some needed changes are coming to its handgun laws. A five-hour training mandate, ballistics testing, vision testing and the requirement that application documents be notarized are no longer required. The Metropolitan Police Department (MPD) will take photographs of applicants. Registered gun owners will no longer be subject to arrest, if they possess the wrong type of ordinary ammunition. The most important legislation for legal gun owners since the Castle Doctrine and shall-issue is currently under consideration by the Michigan Legislature. The bill would eliminate county gun boards and allow all CPL holders to be exempt from pistol free zones after additional training.
Senate Bill 59 (S-3) passed the Senate Natural Resources Committee last Thursday. A vote is expected in the full Senate this week. Read more
For the second time in as many weeks, a national Right-to-Carry reciprocity bill has been introduced in the U.S. Senate.
On March 20, U.S. Senator John Thune (R-S.D.) introduced Senate Bill 2213, the “Respecting States’ Rights and Concealed Carry Reciprocity Act.” NRA strongly supports this measure. Under this self-defense bill, an individual who has met the requirements for a carry permit, or who is otherwise allowed by state law to carry a handgun, would be authorized to carry a handgun in any other state that issues such permits or does not prohibit concealed carry, subject to the laws of the state in which it is carried.
Today, March 13, U.S. Senators Mark Begich (D-Alaska) and Joe Manchin (D-W.V.) introduced S. 2188, the “National Right-to-Carry Reciprocity Act of 2012.” The bill is the Senate companion to H. R. 822, which was approved by the U. S. House last November by a vote of 272-154. Read more

When Michigan House Bill 5249 was proposed, this month by Representative Matthew Lori (R) District 59, it appeared as though Michigan’s Zone III (shotgun zone) deer hunters would be allowed a viable alternative to shotguns, muzzleloaders, and handguns. (This is a repeat of an identical proposal by Rep. Green in October of 2011 that went nowhere.) For years, I have wondered why straight-walled cartridges were not allowed in rifle configurations, as opposed to current regulations permitting handguns only. Now, I am wondering why anyone has bothered to open the dialogue with such a limited field of view. Read more
