GAO Denies GLOCK, Inc.’s MHS Pistol Protest

SMYRNA, GA. – The Government Accountability Office (GAO) has denied GLOCK, Inc.’s protest of the Army’s award of the Modular Handgun System (MHS) contract to Sig Sauer.

The focus of GLOCK, Inc.’s protest was that the U.S. Army did not complete the testing outlined in its Request for Proposal (RFP) before awarding the MHS contract to Sig Sauer based only on limited initial testing. During this initial testing, there were no significant differences between the GLOCK and Sig pistols based upon the technical factors that were evaluated. In fact, Sig Sauer was awarded the MHS contract prematurely based upon price.

The remainder of the testing outlined in the RFP that was not conducted was intended to competitively evaluate the two proposals based upon more comprehensive and stringent testing. This testing would have measured the service life, safety, reliability, and accuracy of the pistols in use while being fired by the warfighters.

“By not completing the testing on both proposals on a competitive basis, the Army never determined which pistol would better meet the warfighter’s needs,” said GLOCK, Inc. Vice President Josh Dorsey. We are confident had the Army completed the testing, the GLOCK 19 would have outperformed the Sig P320, as it had in recent testing conducted by a leading federal law enforcement agency which resulted in GLOCK, Inc. being awarded that contract. Utah’s Wildlife Director to Help Lead USFWS

Salt Lake City, UT– Greg Sheehan, director of the Utah Division of Wildlife Resources (DWR), has provided exemplary leadership on wildlife issues in Utah and will soon serve as the new deputy director of the U.S. Fish and Wildlife Service. Based on Sheehan’s successful track record and commitment to conservation, we’re confident the nation’s wildlife is in good hands.

Sheehan is passionate about wildlife and working with the public on wildlife issues. He has built coalitions of regional and national peers, conservation organizations, local stakeholders and other partners to deliver groundbreaking results. He is an avid hunter, fisherman and wildlife photographer who has served as DWR’s director since 2012.
“Greg is leaving Utah’s wildlife in outstanding shape — even better than when he started,” said Utah Department of Natural Resources (DNR) Executive Director Mike Styler. “I’ve been so impressed with the way he builds partnerships and public support to benefit wildlife.”
Sheehan earned his undergraduate degree at Utah State University and later received an MBA. His passion for wildlife — and his years of wildlife agency leadership — have given him a deep understanding of the issues and complexities involved in wildlife management.
Over the course of his 25-year career in natural resources, Sheehan has played a pivotal role in many remarkable accomplishments:

? Restoring many of Utah’s fish and wildlife species to levels not seen in more than 125 years
? Increasing Utah’s mule deer population by more than 100,000 animals within the past four years
? Improving and restoring more than 1.3 million acres of wildlife habitat as part of Utah’s Watershed Restoration Initiative
? Working to conserve greater sage grouse, so a listing under the Endangered Species Act was unnecessary
? Launching a new migration initiative that uses cutting-edge technology to better understand and manage wildlife populations
? Creating the Utah Cutthroat Slam, a program to generate conservation funding for Utah’s four native trout species

? Cultivating the public’s passion for wildlife and conservation through expanded youth hunting and fishing days, annual pheasant releases and other hands-on wildlife events
? Serving in leadership positions in multiple national wildlife organizations

“As he heads to Washington, D.C., Greg’s experience and enthusiasm will serve him well. He is a trusted public servant and has been a lifelong advocate for wildlife conservation,” Styler said. “He has resolved complex wildlife issues by helping diverse interests find common ground. He is a true leader and his work ethic and dedication to wildlife are an example for his peers nationwide.”

“It has been an honor to serve as Utah’s wildlife director and to work with such dedicated, hard-working professionals,” Sheehan said. “We’ve made great strides in wildlife research and management that will have far-reaching benefits for many species and the people who care about them.”

Although we are sad to see him leave, we look forward to working with Sheehan in his new position and are excited to see others recognize his extraordinary qualifications. We wish him well and look forward to seeing his consensus-building, common-sense solutions applied to national wildlife issues.

Kahr 9mm “S-Series” Pistols

Greeley, PA – At the 146th NRA Annual Meeting in Atlanta last month, Kahr Arms presented the latest edition to their extensive product line-up. The first two pistols in the new “S” Series were unveiled with two 9mm pistols – the S9093 and the ST9093. The new “S” Series features a redesigned magazine base and grip, a limited lifetime warranty, and ships with two magazines.

The S9093 model features a 3.6″ barrel with conventional rifling, an overall length of 5.9″, and a height of 4.5″. This pistol is similar to the CW9093, but this new “S” Series model has the added features of white 3-dot sights, front serrations on the slide, an accessory rail, and an ID tag on the grip. Michigan Constitutional Carry Wins Committee Approval

This past Tuesday, the House Judiciary Committee approved constitutional concealed carry legislation on a party line vote of 6-4. The bills now go to the full House of Representatives for consideration. Timing on a vote is unpredictable.
One important change was made in committee. Both concealed pistol license holders and people carrying without a license would be required to disclose “upon request” of a peace officer. This would eliminate the current requirement for CPL holders to provide immediate disclosure but adds a disclosure requirement for carry without a license. The change was made at the request of the Michigan State Police.
A Democratic amendment to disqualify people from constitutional concealed carry if they would not qualify for a concealed pistol license was defeated due to the burden it would impose on law enforcement. Also defeated was a Democratic amendment to impose a mandatory training requirement for constitutional carry as it would be very difficult to enforce without a license.
CPL holders would continue to enjoy the additional benefits not provided to unlicensed individuals. It is our expectation that most CPL holders would wish to retain and renew their concealed pistol licenses once the legislation becomes law rather than engaging in unlicensed carry. The additional benefits a CPL provides would likely result in an increase in the number of people seeking training and a license in the future as interest in concealed carry increases. This is the result that has been experienced in other states that have adopted constitutional carry. Counterintuitively, not mandating training results in more people pursuing it.
