Creating a Continental Bird Migration Forecast

Researchers predict the movements of millions of birds across the United States

Ithaca, N.Y. & Oxford, U.K.—September is the peak of autumn bird migration, and billions of birds are winging their way south in dramatic pulses. A new study published in the journal Science reports that scientists can now reliably predict these waves of bird migration up to seven days in advance. The study details the underlying methods that power migration forecasts, which can be used as a bird conservation tool.

“Most of our songbirds migrate at night, and they pay close attention to the weather,” says study lead author Benjamin Van Doren, a Ph.D. student at the University of Oxford and a Cornell University graduate. “Our model converts weather forecasts into bird migration forecasts for the continental United States.” Read more

U.S. House Passes Pittman-Robertson Fund Modernization Bill

September 12, 2018 (Washington, DC) –  In a win for the sportsmen’s conservation community, the U.S. House of Representatives passed H.R. 2591, the Modernizing the Pittman-Robertson Fund for Tomorrow’s Needs Act of 2017, on a voice vote.

Introduced by Congressional Sportsmen’s Caucus (CSC) Vice-Chair Congressman Austin Scott (GA), along with fellow CSC leadership, Congressmen Jeff Duncan (SC), Gene Green (TX), and Marc Veasey (TX), advancing this important legislation has been a priority for the Congressional Sportsmen’s Foundation (CSF) and CSC leadership during this Congress.
This bill would increase flexibility for state wildlife agencies by allowing the use of Pittman-Robertson (P-R) funds for the recruitment of hunters and recreational shooters. This added flexibility is critical to ensuring the long-term viability of revenue sources that fund state-based fish and wildlife conservation across the country.
Without establishing new taxes or fees, H.R. 2591 would expand the Multistate Conservation Grant Program by providing an additional $5 million annually from archery-related excise taxes. This legislation would also place a cap on the amount of funds that can be spent on hunter and recreational shooter recruitment to ensure wildlife conservation remains the primary focus of P-R funds.
“Recruitment and retention of new hunters means more dollars in the Pittman-Robertson Fund, which directly benefits state-based conservation efforts across the United States,” said CSF President Jeff Crane. “CSF will continue to work closely with CSC leadership in order to bring this important legislation to the President’s desk.”

Federal Court Enjoins Part of California Penal Code in SAF Case

BELLEVUE, WA – A federal district court has ruled that a section of the California Penal Code is unconstitutional and has issued an injunction against enforcement of a prohibition on the display of handguns or handgun placards that may be seen from the outside of a store in a case supported by the Second Amendment Foundation and two California gun rights groups.

The case involved Tracy Rifle and Pistol (TRAP), Ten Percent Firearms, Sacramento Black Rifle, Inc., and PRK Arms. SAF was joined in supporting the case by the Calguns Foundation and California Association of Federal Firearms Licensees. The lawsuit was filed some three years ago against then-Attorney General Kamala Harris and the chief of the state Department of Justice Bureau of Firearms. Harris has since been elected to the U.S. Senate.

The lawsuit asserted that Section 26820 of the California Penal Code violated the First Amendment rights of the gun shop operators because it stated, “No handgun or imitation handgun, or placard advertising the sale or other transfer thereof, shall be displayed in any part of the premises where it can readily be seen from the outside.” Read more

Preventing the spread of aquatic invasive species in Michigan

Many aquatic invasive species – non-native plants and animals that can disrupt the natural ecosystem, tourism and the economy – are easily spread by boaters and anglers who use their equipment in multiple bodies of water without properly cleaning it.

As part of efforts to manage aquatic invasive species, a habitat enhancement project at Fort Custer Recreation Area in Augusta, Michigan, recently kicked off. The DNR is working with Kieser & Associates, an environmental science and engineering firm in Kalamazoo, on a plan to enhance the recreation area’s habitat by managing aquatic invasive species in its lakes. The project is funded through the Natural Resource Damage Assessment as part of the settlement levied against Enbridge Energy in connection with the July 2010 oil release on Line 6B into the Kalamazoo River.

In addition to aquatic plant surveys, which have found invasive species in all of Fort Custer’s lakes, the three-year project will include several different treatments to control these species. This will help determine the best long-term, cost-effective options for invasive species management in the lakes. The project also involves a public outreach and educational component to help park visitors understand their role in preventing the spread of aquatic invasive species.
